MiCAR
Markets in Crypto-Assets Regulation
Comprehensive EU framework for crypto-asset issuers and service providers across all 27 member states. CASP authorisation required for 10 service types under Title V.

- ›July 2026 — Transitional period ends; full authorisation required
- ›2027 — AMLA begins direct supervision of high-risk CASPs
EU Travel Rule
Transfer of Funds Regulation
CASP-to-CASP originator and beneficiary information obligations. Unhosted wallet proof-of-ownership requirements. First enforcement action: Malta ASF 062/2025.

GENIUS Act
Guiding and Establishing National Innovation for US Stablecoins Act
Federal framework for permitted payment stablecoin issuers. 1:1 reserve requirement, BSA/AML programme, token-level freeze capability. FDIC and OCC supervisory frameworks pending.

AMLA
Anti-Money Laundering Authority
EU-level AML supervisory authority replacing national-only oversight. Direct supervision of 40 high-risk CASPs begins 2027. Integrated compliance management is the supervisory standard.

- ›March 2026 — First AML/CFT data collection from obliged entities

UK Crypto Regulation
UK Crypto-Asset Regulatory Framework (FSMA 2000)
UK FSMA 2000 crypto-asset regime. MLRS 2017 AML registration will not auto-convert to FSMA authorisation. Perimeter consultation closed June 2026.

- ›April 2026 — CP26/13: FCA regulatory perimeter consultation published
- ›25 October 2027 — Full FSMA regime in force; MLRS → FSMA transition required
HK Stablecoin Ordinance
Hong Kong Stablecoins Ordinance
Hong Kong's licensing regime for fiat-referenced stablecoin issuers, administered by the HKMA. In effect from 1 August 2025. Issuers must be licensed before offering stablecoins in or from Hong Kong.

- ›April 2026 — First licences issued (HSBC, Standard Chartered)

CLARITY Act
Comprehensive Legislation on Addressing Regulatory Innovation for Technology and Your Investments Act
Proposed US legislation to clarify the classification of digital assets as securities or commodities, dividing jurisdiction between the SEC and CFTC. Status: on the Congressional legislative calendar.

DORA
Digital Operational Resilience Act
